**Overall Job Objective**
To efficiently and professionally execute and monitor human resources operations within the organization, and to oversee the implementation of approved systems, policies, and procedures. This encompasses recruitment and hiring, contracts, payroll, attendance and timekeeping, leave management, employee relations, performance evaluation, training, and service termination, while ensuring compliance with Saudi Labor Law, maintaining accurate employee data, and enhancing the quality of services provided to employees.
**II. Key Tasks and Responsibilities**
**1. Workforce Planning, Recruitment, and Hiring**
* Receive, review, verify, and obtain approval for job requisition requests from various departments and branches.
* Analyze staffing needs and align them with the organization's organizational structure and approved job roles.
* Draft and publish job advertisements via appropriate channels.
* Screen CVs, conduct preliminary interviews, and coordinate final interviews with the relevant departments.
* Prepare job offers, follow up on candidate acceptance, and finalize hiring procedures.
* Build and maintain a database of qualified candidates to facilitate the rapid fulfillment of future staffing needs.
* Monitor recruitment metrics, such as time-to-fill, candidate volume, offer acceptance rates, and post-hire retention.
**2. Contracts and New Employee Onboarding**
* Prepare and document employment contracts, and manage their renewal, amendment, and termination in accordance with approved authorization levels.
* Compile new employee files and verify the authenticity of required documents and data.
* Conduct onboarding programs to introduce new hires to the organization, its policies, regulations, and specific job duties. Coordinate with relevant departments to prepare for the new employee, including their workplace, assigned equipment/assets, system access rights, and necessary software/systems.
Monitor employees during their probationary period, organize periodic evaluations, and provide timely notifications prior to the period's conclusion.
Ensure employees sign their job descriptions, company policies, declarations, and approved forms.
3. Human Resources Operations
Continuously manage and update employee data within the HR system.
Monitor attendance, departure times, tardiness, and absences in coordination with direct supervisors.
Review requests for leave, permissions, secondments, and overtime, ensuring all necessary approvals are obtained.
Track leave balances, verify their accuracy, and resolve any discrepancies.
Issue employment verification letters, experience certificates, official decisions, and other employee-related documents.
Manage employee transfers between branches or departments and update records regarding work locations and direct supervisors.
Maintain employee files (both physical and digital) in a manner that ensures confidentiality and ease of retrieval.
Monitor the expiration dates of documents, residency permits (Iqamas), work permits, contracts, and medical insurance, providing advance notice before they expire.
4. Payroll and Benefits
Prepare and review the monthly payroll, incorporating data on attendance, leave, deductions, and entitlements.
Verify the accuracy of salaries, allowances, incentives, overtime pay, and deductions before submitting the payroll for approval.
Coordinate with the Finance Department and senior management to complete the payroll approval and disbursement process.
Manage the submission of Wage Protection System (WPS) files via the "Madad" platform and address any flagged issues or non-compliance cases.
Prepare financial settlements regarding leave, end-of-service benefits, outstanding salaries, and other entitlements. Managing medical insurance, including adding or removing employees and updating coverage categories in accordance with approved policies.
Handling employee salary, benefits, and financial data with strict confidentiality.
5. Employee Relations and Compliance
Receiving and addressing employee inquiries and complaints in accordance with regulations and policies.
Fairly and consistently applying work regulations, internal policies, and procedures.
Preparing requests for explanation, investigation reports, warnings, and disciplinary actions, and following up on their approval.
Documenting violations and verifying the completeness of evidence and procedures before recommending appropriate disciplinary action.
Contributing to the resolution of workplace disputes and fostering a professional, stable work environment.
Educating employees on their rights and obligations, as well as approved regulations and policies.
Escalating high-risk cases—or those with potential legal or financial implications—to the relevant department before a decision is made.
6. Performance Evaluation, Training, and Development
Organizing and monitoring employee evaluations during probation periods, prior to contract renewals, and during annual assessment cycles.
Ensuring that direct supervisors conduct evaluations on schedule and document the results.
Analyzing performance evaluation results to identify training needs and opportunities for improvement.
Preparing and monitoring the annual training plan in coordination with various departments.
Organizing internal and external training programs and tracking employee attendance and engagement.
Measuring the impact of training and linking it to performance improvements and departmental KPIs.
Supporting development, promotion, and succession planning in line with organizational needs. 7. Termination of Employment Relationship
Monitoring contracts nearing expiration and coordinating renewal or non-renewal decisions within regulatory timeframes.
Preparing non-renewal notices, resignation acknowledgments, mutual termination agreements, and service termination decisions.
Conducting exit interviews, documenting reasons for departure, and analyzing the findings.
Coordinating the return of company assets, revoking system access rights, and obtaining clearance from relevant departments.
Calculating and reviewing final entitlements, including wages, leave balances, end-of-service gratuity, and statutory deductions.
Ensuring the completion of all departure procedures and archiving relevant documents in the employee's file.
8. Government Systems and Platforms
Executing and tracking HR-related transactions via relevant government platforms, in accordance with granted authorizations.
Managing interactions with platforms such as Qiwa, GOSI (Social Insurance), Mudad, Muqeem, Ajeer, and other systems linked to employee operations.
Overseeing contract documentation, service transfers, profession updates, and the termination of employment relationships.
Ensuring data consistency between the internal HR system and government platforms.
Preparing reports on compliance, Saudization rates, and Wage Protection System (WPS) status, while flagging potential risks or violations.
